Initiated by European Commission and Brandenburg, the PHARE-Partenariat Brandenburg 1999 was held in Potsdam of Germany on October 28-29.
MECEC led a Chinese delegation from Huaiyin City of Jiangsu Province and Wenzhou City of Zejiang Province
